Crookshanks is, probably, an animagus yet to be revealed or somebody who has been turned into a cat, which can be surmised from reading between the lines in the books. He's highly intelligent and relates well to Black and Lupin. He's certainly not an ordinary cat. He also gets to sleep curled up with Hermione. :)

Scabbers, on the other hand, is a weak and evil wizard in hiding, who betrayed Harry's parents and got them killed, then brought about the rise of Voldemort after escaping. :(
