A republic doesn't have a single absolute ruler, but isn't necessarily democratic; it could still be a meritocracy, plutocracy or theocracy.

All democracies are republics; not all republics are democracies.

Obvious example - the People's Republic of China. Not full representative democracy, but it's a republic because it doesn't have a king/emperor.

Exactly, that's why the presence of republic confused me, as it's a more generic term.
