I probably don't need to tell you this, but don't bother calling the police. They can ony effect an entry if there is reasonable suspicion that a crime has been committed or if there is an immediate danger to health.

The Environmental Agency might be able to help, but it may be worth checking with your neighbour's neighbour to see if they have a key.

Try talking to the neighbors nearby? If the owners of the alarm have gone on holiday then one of them may have a key and can shut if off. Otherwise sic the council on them for disturbing the peace or whatever it is they get loud music under ;)

Surely if their fire alarm is beeping you should give the local fire station a non-emergency type call in case their house is on fire.
