b) Anyone who is entitled to vote and neglects to is a complete and utter toerag. Even those individuals who say they're not voting because they don't support any of the parties should at least make the effort to go in and spoil the ballot paper to make their feelings clear. Spoiled ballot papers show up in statistics, deliberately uncast votes don't.

The countries that do either have lots of people paying them money for not voting anyway, or have a far higher social expectation of their citizens in the first place (i.e. voting gooooooood from birth, not just because it costs you if you don't). I think keeping it voluntary does at the moment risk the problem of juvenile political disassociation carrying over into the next two decades or so, which is a risk that no one can really accurately gauge; but if it was compulsory, we'd have to put a lot more effort into politically educating the public so they could make an informed decision (we could do with that anyway, might encourage more people to vote on its very own).
In answer to the question, I see the good sides and the bad sides. Not quite sure which one I come down on at the moment, but something needs to be done to overcome the current growth of political apathy. Whether that's making voting compulsory or not is another matter.
