But any vampire with just basic disciplines is incredibly powerful; in superhero like proportions compared to your basic plebby mortal, who a lot of the focus of the world (they are the most populous being) could be gauged against.
But no, players gauge against player, and we as the human race are an inheriantly competitive lot and generally speaking we like to win and be better than our peers, hence we like to have more powerful characters, hence we like to play elders and be more gribbly than thou.
What would I do? I'd make enforced elder limits, like influence; ie, the cam would have 1 6th gen slot, 2 7th gen slots 4 8th gen slots 8 9th gen slots, and so on... would this be popular? Heck no. Would this make elders rare and more respected, I'd think so. Would this ever happen? Strap 747 wings to a potbellied pig and tell me ;)
But then this is a ~game~ it's about playing and workability it is *never* going to be like Canon, because canon is a closed system that tabletop only inflicts a minor section (4 players or so usually) on a world that is defined and categorised completely elsewhere, ratios are maintained, "balance" is there.
In a WOD-world where most of the people are players then ratios will slide...
