Well after six months of going to the gym three times a week

My weight is exactly the same
My heart rate now stabalises slower (ie worse) after exercise
And I have lost an amazing 0.4% body fat.

Result, or rather not.

Hmm

1) You aren't exactly overweight. Have you seen an improvement in your performance (reps, weight etc)

2) Is your heart rate peaking higher? When I was fit I had a resting pulse between 65-68 and a peak pulse of 210-220. It may well take more time to return to normal, if it's peaking higher. A measure of your fitness is what the curve looks like, not just how long it takes/

3) Measures are all very well...but do you feel fitter? Perhaps you could combine it with lowering your ridiculous sugar intake...

3 is a bad idea. I've seen Robin after not quite a week of sugar deprivation. It was scary.
